INDIVIDUAL CONSULTANCY SERVICES: Consulting services to support the development of Audit Regulations/Instructions for the Office of Auditor General in compliance with INTOSAI standards (ISSAI)

The Government of the Kingdom of Lesotho has received financing from the African Development Bank toward the cost of the Institutional Support for the Enhancement of Public Financial Management Project (ISEP), and intends to apply part of the agreed amount for this grant to payments under the contract: to support the development of the Audit Regulations/Instructions for the Office of the Auditor General (OAG) in compliance with INTOSAI standards (ISSAI)

The services included under this project are: Development of the OAG Audit Instruction framework to enhance independence and compliance with INTOSAI standards (ISSAI). This will allow the improvement of performance including internal controls over public expenditure, reduction in extravagance and misappropriating in the use of public funds, rigorous scrutiny of the use of public funds, and a stronger basis to assess delivering on its poverty reduction commitments.

The estimated period of execution is thirty (30) days.

The government of the Kingdom of Lesotho through the Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must send CVs that provide information indicating that they are qualified to perform the services.
Required qualifications include:
• LLB degree in Legislative drafting with ten (10) years working experience in related field;
• LLM in Legislative drafting plus five (5) years working experience;
• 10 years of audit experience;
• 10 years of consulting, with prior experience in similar assignments;
• Good knowledge of Human Resource management;
• High integrity and accountability in all aspects of audit practices.
• Ability to work under pressure and to cope with diverse socio-cultural environment.
• Ability to build partnerships, works as member of team/ lead a reform team, attention to details and resourcefulness to deliver results; 

• Excellent written and verbal communication skills in English



Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
