CHIEF THESELE HANDS OVER COMMUNITY COUNCILS’ BUILDINGS

The Minister of Communications, Science and Technology, Chief Thesele ‘Maseribane officially handed over two community councils’ buildings to the Minister of Local Government and Chieftainship Affairs Mr. Litṥoane Litṥoane.
The handing over ceremony was held at ‘Mants’onyane in the Thaba-Tseaka district on Wednesday.
Chief Thesele said the two buildings are for Dinizulu Community Council in the Thaba-Tseka district as well as Kubake Community Councils at St. Rodrigue in the Maseru district, adding that the two buildings form part of the e-Government’s Pilot Project that began in 2014.
The e-Government Project under the Ministry of Communications, Science and Technology is financially supported by African Development Bank. The two community councils’ buildings which have been fully furnished with modern furniture have cost M7.3 million, the Minister said.
The Minister said the two community councils’ buildings have also been installed with the Internet and that the ministry will provide free data to communities around these areas with the aim to improve services to the people.
“We are going to provide communities around these areas with free Wi Fi also to make communication easy,” he commented.
He therefore appealed to communities within the two community councils not to misuse the given Wi-Fi on social media but to use it profitably on issues like criminal activities such stock theft, research for studies at school as well as assisting patients like pregnant mothers and the aged to access health services.
He described the work as ‘hashtag connect the councils’, saying the government is determined to build modern community councils throughout the country to enhance decentralisation of services.
Chief Maseribane also mentioned that the Ministry of Communication, Science and Technology will also assist churches and other institutions with the Internet to help them carry out their activities.
In order to control abuse of social media in the country, the ministry has already drafted Cyber Security Bill, saying it is ready to be tabled before the National Assembly as soon as the Parliament is opened.
In his vote of thanks, Mr. Litṥoane appealed to community councils staff to improve service delivery and to change their mindset so to serve Basotho with passion and dedication as many of them walk long distances to access services, especially in the highlands, noting that in some of the places, the deceased persons are still carried to and from mortuaries by horses and stretchers.
Mr. Litṥoane remarked that ‘Mants’onyane’s population is growing rapidly, saying this means the place needs services to support urban migration with people seeking services in cities like Maseru and Maputsoe.
Again, he appealed to community councils’ staff to keep the area clean so to attract tourists.
Also speaking, Member of Parliament for ‘Mants’onyane, Mr. Khobohelo Mokoma thanked government for the development made in the constituency, saying the constituency is facing challenges that include poor roads infrastructure thus making movement not easy and poor communication for some places due to absence of transmitters.
The that Chairperson of the District Council, Mr. Majalle Majalle welcomed the new buildings, saying they have enough working space allows privacy and confidentiality to the people seeking services.
The Dinizulu Community Council building comprises of a reception, administrative offices, internet and also accommodates government departments like Social Development, Forestry, Home Affairs, Lesotho Revenue Authority (LRA) to mention a few.
Also present at the occasion included the Deputy Minister of Local Government and Chieftainship, Mr. Kotiti Diholo, senior government officials from the two ministries, public servants and local communities.
