DPM ADDRESS AT NATIONAL DIALOGUE PLENARY 1

Ladies and Gentlemen
It is my singular honour this afternoon to deliver remarks on behalf of Government at this important occasion which signifies the resolve and commitment of Basotho to turn a new page and build a new stable and prosperous Lesotho. I wish to, at the very outset, heartily thank all the participants for their continued engagement in the process. My thanks also go to the SADC Oversight Committee, SADC Facilitation Support Team, and the United Nations Development Programme (UNDP) for their unwavering support to us as we traverse this difficult terrain. The National Dialogue Planning Committee (NDPC), also deserves our commendation for the sterling preparations they have put in place for this Dialogue extension. Keep up unity among yourselves and you will succeed in your work.
It would be remiss of me not to recognize the selfless and sacrificial work done by the Government Advisory Technical Team of Officials in this National Reforms process. I know that “a prophet is not without honour save in his own country”, but allow me, Excellencies, Ladies and Gentlemen, to make an exception today and inform you that we wouldn’t have been where we are today with the reforms journey if it were not for this dedicated team of  officials of the Government of Lesotho. Your hard work, Bahlanka ba Sechaba, does not go unnoticed.

Ladies and Gentlemen,
When we signed the Pledge to prioritize National Reforms after the 2017 General Elections, we did so with all the seriousness and determination to walk our talk. It was not surprising that immediately after the June 2017 General Elections, Government drafted the Roadmap for Comprehensive National Reforms, which continues to be our lode star in our quest to finding a lasting solution to our political and security challenges – thus creating a conducive environment for an economically prosperous Lesotho. Government not only mobilized funding for the reforms from Lesotho’s friends and Development Partners, but it is also continuing to support the process through annual fiscal allocation, as well as with human and other resources. That speaks to our commitment as Government and indeed our political will to creating a new Lesotho that every Mosotho will be proud of.
Excellencies,
Ladies and Gentlemen,
Basotho spoke through the ballot on 03 June, 2017, and mandated us to run their affairs for the next five years. This is a sacred responsibility which we are committed to fully discharging without fear or favour. As we continue to provide strategic leadership and render oversight function with regard to the National Reforms, we shall always be guided by the principles of transparency and inclusivity. In this regard, we shall do all it takes to ensure that the playing field is levelled and that every Mosotho participates in this process, whether in or outside the country. Even as we do so, we will be mindful not to run a parallel process, but to complement the efforts which we have collectively agreed upon. We, therefore, appeal to all the participants to support the Government in discharging this onerous task. The National Reforms belong to Basotho and not us Politicians. They should be driven by Basotho and nothing should be forced upon them by Government or Political Parties.
In the same vein, I wish to remind all of us Participants and Delegates, that the Dialogue Process takes place under the Lesotho National Dialogue Stabilisation Project (LNDSP), which has put in place different structures for realizing the outcomes envisaged under the project. I, therefore, call upon all of us to pay attention to the requirements of the project and ensure that we all play our roles as defined thereunder and under the Roadmap.

As The Right Honourable the Prime Minister pointed out in the Political Leaders Consultative Meeting that was held in preparation for the first edition of the National Leaders Forum; “A new Lesotho that is politically stable, safe and prosperous, where the rule of law is the norm and politics serve every Mosotho as the open field for free debate and equitable participation in national life, is an ideal we must all cherish”.
