PUBLIC SERVICE BIOMETRIC, PAYROLL CENSUS COMMENCES

The Ministry of Public Service commenced with a biometric and payroll census of the public servants on Thursday last week.
According to the Minister of Public Service, Chief Joang Molapo, this is one of the tools that the government of Lesotho is using to reduce the public service wage bill.
He said all the public officers and civil pensioners on the payroll will be enumerated during the census. He noted that the objective of census is to identify anomalies on payroll and recommend measures to prevent the recurrence of the anomalies.
He highlighted that they will headcount all public officers and civil pensioners as well as identifying bona fide public officers and civil pensioners, adding that the census is expected to be completed in October.
Chief Joang noted that for this initiative, the officers are expected to be at their duty stations, saying this is done to physically verify public officers and that expected documents to be produced during the exercise include; National Identity (ID), appointment letter, promotion letter, transfer letter, academic and professional certificates and April 2018 pay slip.
He said it is vital to note that officers without IDs will not be enumerated, however noting that the Ministry of Home Affairs will be supporting the census on the ground by issuing IDs to officers without them.
Meanwhile, the Ministry of Public Service Director Human Resource, Mrs. ‘Mamahooana Nkeli said the exercise commenced with employees of the Ministry of Agriculture and Food Security, adding that the enumeration started in Maseru and that as the weather improves and schools reopen, the exercise will be extended to other districts.
She therefore appealed to all public officers to cooperate as the exercise will be a precursor to many public service Human Resources Management Reforms undertaken.
The enumeration activities have been funded by the World Bank to the tune of M11 million and were piloted at Leqele Combined School, Matela Police Post and Semonkong Health centre.
The Ministry of Public Service is conducting this initiative through the Public Sector Modernisation Project.
