The Ministry of Information, Communications, Science, Technology and Innovation (MICSTI), in partnership with the United Nations Development Programme (UNDP), has concluded a two-day stakeholder validation workshop on the Electronic Transactions and Communications Bill 2026.
In his closing remarks, Mr. Kopano Tšenoli, Director in the Department of Appropriate Technology Services (ATS) at MICSTI, speaking on behalf of the Principal Secretary, highlighted the importance of electronic transactions and digital signatures in building trust in the digital environment.
Mr. Tšenoli explained the role of public and private keys in securing electronic transactions, as well as the importance of the “avalanche effect” in cryptography.
He noted that electronic signatures must provide reliable evidence of who signed a document, what was signed and when it was signed, while ensuring that such evidence remains secure and trustworthy.
Mr. Tšenoli thanked stakeholders and UNDP for their support and participation, noting that the Bill is expected to strengthen digital trust, interoperability and cross-border digital trade.
He further stated that the draft Bill will now be refined by the Office of the Parliamentary Counsel before proceeding to the next stages of the legislative process.
The workshop concluded with a call for continued collaboration towards building a secure, inclusive and digitally empowered Lesotho.
