The Kingdom of Lesotho, through the Ministry of Public Works and Transport, participated in the 42nd ICAO Assembly held in Montreal, Canada, from 23 September to 3 October 2025.
During the Assembly, Lesotho and the International Civil Aviation Organization (ICAO) held a bilateral meeting focused on strengthening collaboration to modernize Lesothoโs civil aviation sector. Discussions highlighted priorities such as upgrading aviation infrastructure, enhancing regulatory frameworks, building professional capacity, and preparing for the upcoming ICAO Safety Audit.
On 2 October 2025, a landmark Management Services Agreement (MSA) was officially signed by Mrs. Tsโepang Koele, Principal Secretary for Public Works and Transport, and Mr. Juan Carlos Salazar, ICAO Secretary General. The signing marks a new chapter in Lesothoโs aviation development and underscores the Governmentโs commitment to restoring safety, efficiency, and international credibility in the sector.
The delegation was headed by Mr Matjato Moteane (Minister of Public Works and Transport), Dr. Malehlanye Ralejoe (High Commissioner to Canada), Ms. โNopi Linkonyane, and Captain Donald Moloi.
This partnership sets the stage for tangible improvements in Lesothoโs air transport systems and long-term modernization of the aviation industry.
