-A Mosotho national or a company registered in Lesotho -Primary base for performing operations in Lesotho
-Company manuals (operations and airworthiness manuals, dangerous goods manuals, safety management manuals) – financial capability (Bank statements)
-Own aircraft or dry leased
-List of aircraft to be operated
-management structure and key staff members including titles, names, qualification and experience, their licenses and ratings
