The Principal Secretary in the Ministry of Information, Communications, Science, Technology and Innovation, Mr. Kanono Ramashamole, addressed delegates at the Commonwealth Digital Roadshow in his capacity as Chairperson of the Universal Service Fund Committee (USFC).
Speaking during a session on Digital Inclusion and Universal Access, Mr. Ramashamole underscored the critical role of the Universal Service Fund (USF) in bridging the digital divide and promoting equitable access to connectivity across Lesotho.
He noted that the USF was established in 2009 under the Communication Act, 2000 (Section 16), and Legal Notice 31 of 2009. Its mandate, he explained, is to facilitate the provision of communication services—including telecommunications, broadcasting, and postal services—to Basotho living in underserved and unserved areas.
Mr. Ramashamole highlighted ongoing and planned initiatives aimed at expanding nationwide access to affordable and reliable connectivity, stressing that inclusive digital development remains a national priority. He added that the Fund continues to support targeted infrastructure investments that enable wider participation in the digital economy.
He further emphasised the importance of collaboration between government, regulators, and private sector stakeholders in achieving sustainable digital transformation. According to him, expanding connectivity is essential for unlocking opportunities in education, innovation, service delivery, and economic growth.
In his closing remarks, Mr. Ramashamole called on delegates to strengthen cooperation through the sharing of affordability policy toolkits, peer learning on strategies to address the usage gap, and partnerships that support the development of relevant digital content and skills.
The Commonwealth Digital Roadshow continues to serve as a key platform for dialogue and collaboration among stakeholders committed to advancing digital transformation and inclusion.
